In 1929 SOLAS convention put ship intact stability and immersion length design standard,1948 SOLAS convention put forward for the first time the damaged stability requirements. With the increasing of shipwreck, the 1960 SOLAS convention first presents residual stability of specific criteria. In 1960 during the SOLAS conference, Professor Kurt Wendel introduced a new probability model to evaluate ship watertight subdivision principle. IMO got through with the SOLAS74 deterministic calculation method of equivalent damage stability standard procedures, namely passenger ship stability probability assessment method (SOLAS.A.265 (Ⅷ)). During 1980s and 1990 s, because vessel damage stability probability assessment methods was developed, IMO first introduced to damage stability probability assessment method of the implementation for dry cargo ships over 100m (SOLAS 1992).Because nearly ten years of new types and new damage, some principles applied in current situation are not suitable any longer. In 2003 in order to make covers IMO convention in all probability calculation method of assessment of ship, the European Union and the IMO proposed HARDER plan. Thereafter, the International Maritime Organization (IMO) stability, load line and Fishing Vessel Safety Committee (SLF) held a meeting that ship subdivision and stability calculation method is modified and improved, finally at the MSC80 adopted the unified probabilistic damaged stability of new specification for both passenger ship and dry cargo vessel (SOLAS2009).With the SOLAS2009 Convention's enforcement for ship design, manufacturing, and shipping has brought an enormous influence.By comparison of the SOLAS 1992 and SOLAS2009, analysis of differences and changes has been carried out. Second, the paper was researching differences to find out some inherent laws by data and graph to express. The code of the new standard of the probability calculation procedures has been developed and the example ship was calculated to validate the code.The main research contents are as follows:(1) Comparing of SOLAS 1992 and SOLAS2009 in probability calculation method, the new and old convention difference are summaried. Then inherent laws are studied by 2D or 3D graph which can provide reference for new ship designand damage stability check. (2) Comparing with sub-provisions of probability calculations between SOLAS 1992 and SOLAS2009, studying the differences between the two and analyzing the differences. Changes have studyed in the new specification, through graphic form to show clearly, for the ship design reference.(3) Programming according to uniform method of calculating the probability damage for passenger ships and cargo ships. Taking Yan-da train ferry for example, it verifys the calculation of real case studies. By calculating the probability damage stability to verify that if the stability of ships meet the damage stability requirements of SOLAS2009. Analyzing calculation results, proposing recommendations meet the stability requirements and strategies for a reference of ship design with the subdivision and stability.
