Multi-Index Based Analysis And Post Assessment Methods For Dali 500kV Electrical Engineering Projects

A post-assessment of Dali 500kV electrical engineering is carried out on the basis of construction notification[1996]1105"Measures for the Administration of National Key Construction Projects" Approved by National Planning Commission, notification[2000]18"Measures for Post-Assessment of Electrical Construction Projects"Approved by Electric Power Industry Investigation Design and Research Institute, notification[2006]48"Measures for Post-Assessment of the Projects"Approved by China Southern Power Grid. The assessment includes such items as project prophase decision making, project implement preparatives, project implement, project operation, technique level, economic efficiency, social efficiency, entironment efficiency and so on. Some index of return of scale and technical efficiency is proposed based on dada envelopment analysis, and the proposed index are used for assessment in post-assessment of Dali 500kV electrical engineering. It is seen from post-assessment that:1) all activities of Dali 500kV electrical accord with national electrical construction programs and other law management measures; 2) the project decision-making is correct, and the project implement is successful.
