With the rapid development of urban rail transit,there is growing emphasis on the safety of urban metro transit (UMT) operation. As UMT equipment and facilities system is a vast and complex system engineering, there are many security risks in its operation throughout the process. Through statistical analysis of UMT operation accident at home and abroad in recent years, it is found that the proportion of accidents caused by the facilities and equipment reasons is up to70%,which is predominant. Facilities and equipment factors have become a bottleneck restricting the level of operational safety improvement. Therefore, it is of important practical significance towards improving the UMT operation safety level to identifying the hazard of UMT operation facilities and equipment and to make effective evaluation of UMT operation safety facilities by using system safety analysis methods.This paper comprehensively analyzes the safety risk of UMT equipment and facilities. The facilities mainly include the line and rail system, bridge, tunnel system, the system of roadbed and culverts system, station, car depot and comprehensive base system, while equipment mainly includes the vehicle system, power supply system, mechanical and electrical system. On the basis of the overall analysis of the system security risk factors, candidate indicators about safety evaluation were established of UMT equipment and facilities is established. The final indicators are determined and a comprehensive and targeted safety evaluation index system of unit equipment and facilities is created after the screening.Then the weight of each subsystem is calculated using Analytic Hierarchy Process(AHP), and the safety of facilities and equipment systems for urban rail transit operation evaluated.Evaluation includes micro evaluation and macro assessment. Microscopic evaluation is to conduct a detailed evaluation of the content for each subsystem, using the score type Safety Checklist, taking the subsystem as a unit, macro evaluation is to evaluate the safety level comprehensively from the macro view on the UMT operating facilities and equipment by using fuzzy comprehensive evaluation method. Meanwhile, the score of Safety checklist provide the reference for macro evaluation to determine the weight of each subsystem.Then a comprehensive evaluation of security risks on a Beijing UMT line operation facilities equipment is made by using the multi-level fuzzy comprehensive evaluation method. Finally, the implementation of the evaluation process, the method of on-site inspection as well as the post-feedback of evaluating are discussed.This paper focuses mainly on establishing the safety evaluation system suitable for urban rail transit operation facilities and equipment system, using qualitative and quantitative analysis and evaluation methods, which provides consultation for comprehensive evaluation of the safety of urban rail transit operating facilities and equipment and makes corresponding effective control measures according to security state.
