That will provide a theoretical reference for highway companies and highway authorities,and guide highway operation management practices, improve highway safety operations, protect people's lives and property, promote the harmonious development of economy and society.The thesis from the system point of view,referencing general evaluation system's establishment principle, establish the evaluation system's principle of highway operation management system; Through carries on the analysis to the highway operation administrative security system performance and the constitution, establishes the highway operation administrative security systems assessment system's evaluating indicator;And it makes quantification processing to the evaluating indicator, and with the analytic hierarchy process determined that each evaluating indicator the weight, uses the level fuzzy judgment method, establishes the highway operation administrative security systems assessment model to carry on the quality synthetic evaluation to the highway operation management security.Finally through the Hebei Province coast highway's example analysis, proved that the evaluation system and model have strong practical value.
