Along with the rapid economic development, China's city construction acceleration, the urban drainage pipe network planning and management has become more and more complex. The traditional urban drainage pipe network planning by artificial management and artificial statistics, analysis, drawing of the management mode and drainage pipelines planning, short-term sexual and local static sex, causing in the administration of unilateralism and hysteresis, this model has failed to meet the requirements of the development of the city. Thus an urgent need for the establishment of the urban drainage network dynamic programming system able to meet the ideological needs of dynamic planning and construction phases.This paper applies spatial database technology and GIS components development technology, with urban drainage network data as the foundation, combined with the comprehensive evaluation index system and prediction model of the quantity of sewage, on the basis of geographic information management and space operations of the ArcGIS, research and development a set of GIS-based urban drainage network planning dynamic management platform. The platform consists of graphical management module, planning the layout of modules, network calculation module, the results of expression of four modules. Each module is composed by several sub-modules. Dynamic control of urban drainage network system in the planning, construction, renovation and management process to ensure that the drainage system planning in the implementation of economic and environmental benefits will always be in optimal condition, improve the work quality and efficiency of the drainage planning and management.Paper based on the ArcMap of GIS system as a platform for secondary development of the technology as the basis, first of all the requirement analysis and the overall design of the system, the software should be taken to the development of model and architecture; followed from the graphical data and attribute data, design and the establishment of a database with information on the characteristics of the urban drainage network; and then proceed to the design of the system interface functions, elements of the pipe network mapping, prediction of the volume of sewage (including sewage volume forecasts and the amount of industrial wastewater projections), network Optimization Design (hydraulic calculation and pipe diameter optimization); subsequently analyzed in detail, during the layout design and tuning of the pipeline, according to the program draw the corresponding pipe flow system used in several network calculation module algorithm calculate the diameter optimization calculation to facilitate scientific and rational choice program. Finally, combined with the actual situation of the Shandong Shouguang City's drainage network planning, to complete the development of GIS-based urban drainage network dynamic planning system to achieve, making it more suitable choice of the drainage network planning programs.
