With the rapid development of the third industry in recent years, the cultural industry have a good momentum of development. The cultural industry was described as the most potential industry today. It has low resource consumption, high income which attracted more and more people to join the profession. Economic globalization for the development of cultural industry brought new vitality. Especially in nowadays the emergence of new technology make the unachievable culture industry products into our life. With the first industry and the second industry market increasingly saturated, and the third industry also ran fast. Cultural industry in the backdrop got more sufficient space for development.Dalian has good hardware conditions that can develop culture industry. The development of modern culture industry rely on the software. The development of software is well that is very good for cultural industry development. Meanwhile there are a lot of universities which have many subjects for cultural industry in Dalian, and these universities can provide a number of talents. To develop cultural industry is possible in this good condition. But how to develop cultural industry better in Dalian, make it has a better market competition strength in the culture industry in China, which need to be further investigated. The third part uses the principal component analysis to calculate thecultural industry development of 14 cities in Liaoning province, and the development of the cultural industry in Dalian has more competitive strength.The fourth part is using analytic hierarchy process to analyse the factors which effect culture industry competitiveness in Dalian, and to be known which is more important in the influence of cultural industry competitiveness.
