The Research On The Responsibility Of The Government To Improve The Mental Health Of The Vulnerable Groups

Since the reform and opening up, and the introduction of competition in the market system, the rapid economic growth in China has improved people's living standards and the overall strength of China has significantly increased. However, with the continuous deepening of reform and opening-up process, the social classes have gradually split, and vulnerable groups have raised people's concern. Admittedly, some people are at a disadvantage in the fierce competition because of bad innate intelligence, ability and other factors.However, in the transformation process from the traditional, closed planned economy to a modern and open socialist market economic system, the market dislocations and non-standard competition rules, such as the lack of laws, the imperfect policies and institutional factors, are the main reasons of the formation of vulnerable groups in our society.The strengths or weaknesses of social psychology will have a great impact on the community's politics, economy, culture education and other areas. Vulnerable social groups, as the ones least able to bear social pressure, their social psychology set is closely relatedand to social stability and social development.In recent years, individuals or groups events caused by the psychological obstacles have significant growth, not only destroyed the participants'life and future, but also undermined social order and security, posing serious threat to society. And the protagonists of the events, most of whom are vulnerable groups in low economic and social status in society.Poor life, Social injustice, the widening gap between rich and poor differentiation, self-attribution bias, social indifference and weak heart are the the main reasons leading psychological crisis of vulnerable groups to gradually emerge at this stage.As the main social manager and provider of public services, it is the Government's duty that maintains civil rights, responds to public demand and promotes social security.In the process of improving the mental health of vulnerable groups, the Government should establish the basic idea of "people-oriented ", take the responsibility of defending the life and health of vulnerable groups, maintaining social fairness and justice, respecting for the rights to survival and development of vulnerable groups and other related responsibilities.Based on foreign experience, the Government should resolve the following issues:in the physical level, protecting the basic quality of life of vulnerable groups; in the system level, clearing the channels for expressing the interests of vulnerable groups; in the social psychology level, increasing the intensity of public mental health services to improve the psychological health of vulnerable groups; in the level of the social environment, creating the social atmosphere of solidarity and respecting and care for vulnerable groups. By the way of the Government actively undertaking the obligations of improving the performance of mental health status of vulnerable groups, we can promote vulnerable groups to maintain harmonious psychology, thereby we can promote social harmony, stability and development.
