Han Fei, is a famous ancient thinker ,a master of Legalist thought. His thought is reflected in the book named Han Fei Zi. More than sixty percent and more than one hundred parts of this book refers to the thought of technical govermance. This book explains the technical governance from the perspective of administration technique and Conquer. This article includes six parts.The first chapter is an introduction. Including the research on background and significance ,the status in domestic and foreign and some possible innovations.The second chapter is the study of theoretical basis, origins and characters of Han Fei's technical governance. This theory basis on the human natural of seeking advantages and avoiding disadvantages. Han Fei analyzed kinds of situations in the reality and came up with a conclusion that human natural is seeking advantages and avoiding disadvantages. He was aware of the inportance of technical governance. The following part analyzes the origins of technical governance, and the final part analyzes the characters of Han Fei's technical governance, that is, unwritten, monopolize and confidential. The above analysis is the theoretical foundation of the following research on Han Fei's technical governance.The third chapter analyze selection of personnel in technical governance mainly in terms of personnel administration. It divides the process of pesonnel selection into recruitment, training and leaving.
