Nearly a past decade in China, as the "standards-based" English curriculum reform deepening, it encountered so many unprecedented difficulties and problems that could not be solved on their own,which arose enormerious study articles about it.For English curriculum reform is a system project, the reflection about it should be comprehensive and multi-angle. We should not only reflect outside respects such as the practice, but also the inner qualities of National English Curriculum Standard. It is no doubt that the implementation of English Curriculum Standard takes its own quality as the condition. Both the historical experiences and the comparative analysis of the same or similar documents, make us aware that the effective implementation of English Curriculum Standard is directly releated to its quality. For this reason, the study on the quality of English Curriculum Standard should be become an urgent area. The overseas researchers started earlier and have obtained some results, while the domestic researchers started later, and even now, have not systematically covered it.The inspection and assessment to the quality of English Curriculum Standard often followed these approches. Firstly, to set ideal or excellent standards for it by theoretically analyzing and comparing the similar documents in the world and then compare it with the ideal standards. Secondly, to inspect it's effectiveness in practice. The third way is to use a combination of two methods above. In this study, we adopt the third method.The comprehensive, systematic, in-depth analysis and the combination of theory with practice are the main performances of this study. The aim is to distinguish defects and deficiencies, to provide the corresponding references for further revision and improvement. First of all, to construct a theoretical framework which contains three dimensions of scientific, feasible, and public as the measure of quality. Secondly, taking the three-standard as the ruler to analyze it systematically and comprehensively; inspecting its quality attributes in scientific, feasible and public; putting forward author's proposal to the deficiency. Finally, on these bases, to evaluate the overall quality of it, and put forward with some relevant constructive opinions or suggestions to improve its quality attributes. This study found that the National English Curriculum Standard in china reflects society's demands and the times'characteristic; carrying the idea of reform and development; putting forward with a relatively reasonable goals and expectations; showing a high scientificalness. And it also reflects the common desires and various appeals, owning a considerable publicities and feasibilities. But there are also some disadvantages, such as the general goal is too high; parts of the goals are hard on resources; the structure remains to be modified; the description is absurd, etc.
