Since the national government of Nanjing was established, intrusion of natural disaster together with exploitation of internal feudal power resulted in the decline of agricultural productivity and purchasing power, and rural economics is nearly in the state of collapse. The dumping of foreign rice not only absorbed substantive capital, took up domestic foodstuff market and affected rural economics significantly, but also destroyed the balance of supply and demand of foodstuff, caused relative overstocking of domestic foodstuff. Foreign rice tariff was imposed by national government of Nanjing on the basis of improving domestic foodstuff circulation. This policy, on certain extent, alleviated the dumping of foreign rice and protected domestic food supplies.Under the clue of foreign rice tariff policy carried out by national government of Nanjing, along with the research material, this paper focuses on the economic reason of dumping of foreign rice and the economic result of foreign rice tariff, as well as the political resistance faced during the process of foreign rice tariff and its effect. In addition, this paper reflects the behaviour of people in each level of society regard to foreign rice tariff during the preparation and implementation.Together with the purpose of reflecting the fact of foreign rice tariff issue objectively, this paper aims to indicate that the dumping of foreign rice is only the subordinate reason of the food crisis, while the root is the recession of agricultural economics, as well as the political and social barriers occurred during the internal food circulation and distribution. Therefore, only under the premise of sufficient development of agricultural economics and stability of foodstuff market, food crisis can be solved radically by carried out the trading policy of foodstuff. As a result, foodstuff economics can be developed in a stable, healthy and sustainable way.
