As an international language, English is in a significant position in China. Meanwhile, the development of multimedia has made television an indispensable and most widely used tool in the modern society. Therefore, with the rapid growth, TV programs have provided the audience with a simple but wonderful platform for the exchange of ideas so as to draw their attention easily and improve the Chinese foreign publicity.As a part of culture, television plays a role in transmitting culture too. The broad and profound Chinese culture, owing to its great difference from the Western culture, makes the translation of culture become an obstacle to translators in their translation process. Compared with dull and boring language translation, culture translation is fascinating. Therefore, increasing scholars and experts have paid their attention to translations of television programs from Chinese to English, in which the culture dissemination is one of the main purposes of foreign publicity and then will be explored in this paper.The translation process is dynamic and translators are the "mediator" in it. As a special research subject, television programs have their own linguistic features. Generally speaking, due to their special features, their translations about culture elements mainly base on complement, that is to say, the widely used translation skill in the translation of TV programs is to adjust the original text and add information when speaking on the screen, sometimes pictures, voices and music in programs are beneficial to supplement information of the original text as well, which is fundamentally different from linguistic translation. Along with the translation actions of translators, this paper discusses how to transfer Chinese culture into English step by step. Guided by Functional Translation theory, translators should make apt choices of translation actions for getting the best text, conveying the culture connotation in the original text precisely and correctly, and finally minimizing the loss of original culture information.
