Culture industry is a business card of Hunan Province. The culture industries like radio, television, press, publishing, and animation industries etc. have made national impact. Hunan culture industry is competitive. However, whether its competitive edge and leading position is sustainable and whether there are choke points which need to be broken through must be accurately evaluated from the perspective of economics.The current research on competitiveness of Hunan culture industry has getten some achievements, but there is sill a problem of lack of quantitative analysis, especially the lack of quantitative analysis of the competitiveness of Hunan culture industry. In this paper, through the empirical comparison between Hunan and other provinces on culture industry development, the position,the position and the advantages as well as the disadvantages of Hunan culture industry are accurately orientated and countermeasures to improve the competitiveness of Hunan cultural industry are proposed as well.The main content in the paper includes the following four parts:The first part is the introduction of the research methods and the main content of the paper. It introduces the domestic and foreign research present situation, the possible innovation and inadequacy, as well as the conception and the theory related to culture industryThe second part is the introduction of the general situation of Hunan culture industry,key industries and problems existed.The third part is the empirical analysis on the competitiveness of Hunan culture industry.It mainly interprets the basic content of the evaluation index system of culture industry competitiveness,the evaluation methods, the comparisons and the calculation process. As a result of the comparison between Hunan and the other 9 provinces and cities which are Beijing, Shanghai, Jiangsu, Fujian, Zhejiang, Shandong, Henan, Jiangxi,and Guangdong on competitiveness of culture industry the competitiveness of Hunan culture industry ranks further back.,especially in which Culture Communication,penetration ability,integral innovation ability, and measurement of government support etc. is weaker.Nevertheless, the current strength of the cultural industry and the sustainable development capability is stronger.The last part is the countermeasures which are proposed to enhance the competitiveness of Hunan culture industry. In view of the empirical analysis results of the competitiveness of Hunan culture industry,we proposes Countermeasures which includes supporting and encouraging innovation, focusing on brand management, improving distribution of industry and perfecting policy system etc.
