The Development Plight And Countermeasures Research Of Chinese Disabled Non-profit Organizations

The disabled are the vulnerable groups in society, the Party and government attach great importance to disability service delivery and improvement as a major livelihood problem with social economic development, social civilization improvement, concept of people oriented and governing for the people gradual implementation. As the special nature of disability services, it faces a huge challenge on resources, technology and management. Disability services need to seek more social power. In this environment, the disabled non-profit organization came into being. The emergence of disabled non-profit organizations not only meets the growing demand of disabilities for diversification and refinement, but also makes up part of the social service functions. It is an important force to promote the development of disability services, improve the quality of life and social status of disabilities and maintain social stability and harmony development.A social research was carried out with Changsha disabled non-profit organizations and disability groups in this paper which select Changsha as a case study, it attempt to analysis the role and operation mode of Chinese non-profit organizations in the disability services. This paper use it as starting point to find out the reality predicament of non-profit organizations with legal and supervision system imperfect, supply and demand gap, inadequate funding, talents lack. The specific reasons causing these difficulties had been analyzed further. On the base of analyzing blend reality social disability service needs and development opportunities, it put forward development countermeasures in the aspect of legal system construction, external relationship management, social environment cultivation, professional theoretical research, personnel training, disabilities groups quality training and disabled non-profit organization building. It resolves the reality plight of disabled non-profit organizations development, enhances the service capacity of disabled non-profit organizations, promote the diversity, fining, equalization development of disability services.
