According to the various development of society, what government departments deal is getting various and complex. However, the function of government is becoming professional; at the same time, it changes the traditional role of the Police. A modern policeman must face a lot of judgement when he enforces the laws, and consider how to make it right especially when it involves the problems of the ethics, what will the decision depend on? As the police have to keep contact with the citizens, how can they find the real "public opinion?" To take care of someone's benefits, how do they avoid hurting others' benefits, and even being involved in their cases. The problems of police behavior not only become people's focus but also cause many problems of the laws and the ethics.In consideration of that, this study tries to explore police cognition and behavior intention of administrative ethics. This research design a survey questionary bared on cognition and behavior intention which seems more and more important today. Therefore, based on quoting the planned behavior theory and social cognition theory, which are well-knit and also well supported with evidences, I design the research on the police using survey questionary. I expect to structure the police'behavior intention model, and understand the interactive relationship among personal, environmental, and behaved factors. According to my research results, I propose the environmental and the assistant policy of the police station to standardize the administrative ethics of policeman.My essay is divided into five chapters. Those are the followings: Chapter I: To describe the motivation, purpose, methods and limits, flows, ranges and structures.Chapter II: To discuss related theories, and make a definition, including ethic, administrative ethics, administrative ethics of police etc. And discuss "the difficulties of police's administrative ethic" and the resources and basic concepts of it.Chapter III: To design and make it true—taking Dalian City Police Bureau an example. First, take the definition of the research and papers. Then analyze and collect data at last.Chapter IV: To analyze the percent of the problems of the Dalian Police about the manner, the subjective standard, consciousness behavior control, personal factors and environmental factors. Then, make the analysis of reliability and validityChapter V: To discover and find the limits and the direction of the research of the future. And offer several suggestions of the modem ethics of the police administration.This study collects research material and information by conducting questionnaires survey. My survey subjects are the policeman of Dalian police station. The research results are as following:1. According to the statistic data, the attitude to administrative ethics does not influence the intention on ethical behavior.2. According to the statistic data, the subjective norm on administrative ethics does not influence the intention on ethical behavior.3. The behavior awareness of administrative ethics of the examinees does not influence the intention on ethical behavior apparently influences the intention on ethical behavior.4. The intention on ethical behavior is strongly related to the actual ethical behavior.5. The degree of the intention on behavior vividly influences the actual ethical behavior. 6. Three variables to distinguish the behavior control awareness effectively help to distinguish the actual ethical behavior.7.
