| Public policy plays an important part in the policy process and also it is the direct way torealize the target and solve the problems. Actually some times the deviation happens andaffects the effectiveness of public policy.How to control the deviation of public policyimplementation to be an important subject in this area.This article based on Chinese condition of China, this dissertation makes researches onthe deviation of public policy implementation in China. By introducing the public choicetheory and principal-agent theory together with three analytical models of public policyimplementation, the deviation problem is brought into the theory framework. The dissertationexpounds the performance and damage of the deviation of public policy implementation withlots of data and instances, analyses the causes and put forward the suggestions oncountermeasures of prevention and remedy which will provide the theoretical instructions oneffective public policy implementation practices. The Dissertation consists of five parts.Chapter one expounds the purpose and significance of the study on public policyimplementation, and introduces the research methods as well as the current researchcondition.Chapter Two defines the related concept of public policy implementation, and introducesthe main theory as the analytical base to guide the following study.Chapter Three elaborates the causes and the negative effect of the implementationdeviation with instances to demonstrate the importance and urgency of the study this subject.Chapter Four analyses the main reasons for the deviation of public policyimplementation, including the implementation subject, implementation mechanism, system ofgovernment administration as well as the traditional culture of China.Chapter Five tries to put up with the suggestion on how to control and minimize thedeviation of public policy implementation in order to improve the current situation. Thisdissertation requires that four main countermeasures should be put into action. |
