| How to eliminate poverty effectively has been an important issue in the social governance of many developing countries and the undeveloped countries.The change of contemporary national poverty alleviation policy has also gone through the process of the transition from inclusive poverty alleviation to targeted poverty alleviation.In 2013,the Chinese government began to put forward the idea of precise poverty alleviation,and put forward the specific work requirements and objectives in 2014,strive to complete the expected poverty reduction task in 2020,eradicate extreme poverty,achieving the goal of building a well-off society in an all-round way.Whether in the past poverty alleviation work,or in the current situation of accurate poverty alleviation,as an important supplement to the government,the non-governmental organizations have the advantages of flexibility and maneuverability,expanding from the edge of the poor governance to the central zone.As the Cooperation and exchanges with the government happened more and more frequently,non-governmental organizations play an important role in poverty control.At the same time,the non-governmental organizations involved in the work of poverty alleviation is also faced with a variety of problems,such as weak foundation,inadequate capacity,poor external environment and so on,their living environment and development prospects are still not optimistic.At present,it is a critical period of time for the Chinese government to realize function transformation and precise poverty alleviation,the non-governmental organizations are ushering series of opportunities for development and also new challenges.This paper studies how to seek a new path that the cooperation between the government and the non-governmental organizations from the perspective of social governance.And how to play the advantages of the non-governmental organizations,help them get out of trouble and get new development from the perspective of non-governmental organizations.It is of great practical significance for the development of non-governmental organizations and the success of the work to achieve the desired objectives of accurate poverty alleviation,,and thus explore a new model of cooperation between government and non-govemmental organizations.Combined analyzes the present situation of non-governmental organizations of Lingshan county in Guangxi Province,visited the poor object,village cadres,the first Secretary of the village,party and government organs,and people from all walks of life,with theoretical tools for comprehensive analysis,this paper obtains the following three points:First,the development of non-governmental organizations are generally faced with their lack of capacity,the internal supervision mechanism is not perfect,independence is not strong,the existence of external supervision is not in place,the government support is not enough,lack of funds and lack of talent and objective,and these problems are caused by the imperfect laws and regulations,the public recognition is not enough and so on.Second,due to the non-governmental organizations are flexible,diversified and close to the masses,they also have many other advantages in the precise poverty alleviation work,the government should be regarded them as an important force in social governance support and development,non-governmental organizations should also pay attention to improve their work ability,promote the effective development of nongovernmental organizations;Third,the government and non-governmental organizations should be based on the cooperative governance concept,combined with the actual work,try to find multiple paths to build an effective cooperation mechanism,not only for the precise poverty alleviation,but also for other social governance work,to provide more useful reference,make full use of the advantages of non-governmental organizations to work in social governance. |
