Property declaring system was named Sunshine Act in western countries, it has been vastly adopted after its first implementation 230 years ago in Sweden. It has been well proved an effective system to prevent and counter corruption. In China, since 1980s there had been a hot discussion on the subject within the academic circle, meanwhile, relevant systematic measures were also implemented by the government. However, overall speaking, these measures are limited to internal disciplinary constraints, far from the height of the law.In recent years, some local governments of our country are the first ice-breakers in exploring the property declaring system. The distinctive property declaring system in Altay of Xinjiang and Cixi of Zhejiang came into being one after another. However, comparing with the property declaring system of America and Singapore, our existing declaring system has some problems. For example, the narrow range of declared body, the indefinite declared content and time limit, the unsound acceptance and supervisory mechanism, and the uncritical publishing to the violators of the property declaring system are still existing.With the progressing course of reform, opening up and the modernization drive, severe corruption cases are emerging with increasing frequency and with a deeper and more far-reaching trend. Our existing anti-corruption measures mainly include the efforts by state organ, law and ideological education. However, these measures themselves have some defects. Meanwhile, some other restricting factors brings us a lot of impenetrable barriers in the course of building and improving the property declaring system, including the deep-rooted official-oriented way of thinking, the obstruct of those with vested interests, a thorough centralization from top to bottom and a social structure of"big ends, slim middle", etc. Therefore, to deal with these problems, I put forward some suggestions as follow: (1) To shake off the evil influence of the official-oriented way of thinking, and develop a democratic style of work; (2) To remove the obstruct from some of those with vested interests; (3) To reform the system of people's congresses, and institute the individual law of property declaring system; (4) To complete related institutions.
