The Negative Influence Of The Official-oriented Ideology On The Implementation Of Property Declaration System In China And Countermeasures Analysis

All power tends to corrupt and absolute power corrupts absolutely.Since the founding of new China,our country has begun to fight against corruption and successively experienced the campaign anti-corruption,the power anti-corruption and now is shifting towards the system anti-corruption.Property declaration system hailed as “ultimate weapon” in the system anti-corruption has been widely and well used internationally.It discloses property information of the officials and their specified relatives and checks whether the officials' consumption level and living standard match their position and income,so as to discover and restrict the official's abuse of power for personal gains and fight against corruption.Our exploration of the property declaration system began in 1987,though it has lasted for 30 years,the property declaration has not been implemented yet.There are many specific causes of it,and the “official-oriented” ideology particularly has a profound effect.“Official-oriented” ideology originated from the clan society,it has existed for thousands of years and still has a great effects on people's consciousness and behaviors.During the promoting the property declaration system,the negative influence of the“official-oriented” ideology is permeating widely in the process of reporting,management,publicity and accountability.It has restricted the anti-corruption function of the property declaration system,shaken the confidence of officials and civilians in the property declaration system and impeded legislative process of the property declaration system.Therefore,through the research methods of literature research and the combination of theory and practice,this paper firstly make an introduction of the property declaration system's fundamental contents,its development in China and the origin of the“official-oriented” ideology,its development,its basic characteristics,then further explore and carefully sort out the “official-oriented” ideology's detailed impacts during the promoting of the property declaration system,its mode of action and the consequence it made,so as to put forward pertinent countermeasures,reduce the obstruction of the“official-oriented ” ideology on the promoting of the property declaration system and expedite implementation of the property declaration system in our country to make contributions to anti-corruption.
