National security perspective is a sort of idea system. According to the security environment as well as the security questions facing up, this kind of perspective is made based on the historical experience and political thought. Meanwhile, national security perspective plays a decisive role in making up the strategic targets of one's country.The Soviet security perspective is a typical and traditional example. The Soviet leaders always held the view that the security interests of their country has long been threatened: at the founding of Soviet Union, the leaders believed that the existence of their country was seriously threatened; and after the World War II, they were afraid that their output ideology and the rights of gaining the leadership would be threatened. In this view, the policymakers paid more attentions on the military and political security, and they also regarded the outside security was prior to the inside security. Thus, the Soviet Union spared no efforts to maintain the national security of its own, regardless of the interests of the other countries.Nowadays, the Russian Federation adopts a brand new security perspective. This new perspective holds that a country's security stems from its development and prosperity. So in order to reinvigorating Russia and realize the personal value of its people, it should create a good environment home and abroad. Besides, the new security perspective also holds that the inside threats are actually more danger than the outside threats. The economic recession, the eruption of the society crisis and the extinct of traditional culture are sometimes the real threats of a country. Therefore, cooperation security logic---the logic of comprehensively utilizing economy, politics, culture, and society---is the main tool of maintaining the security of Russia.Actually, the transformation of the national security perspective is a transformation from ideology into national interests in the aspect of the core concept, the unilateral security into the common security in security logic, the outside security into the inside security in the national emphasis, and the nationalism into individualism in value. In a deeper meaning, it is doubtlessly a transformation of political view.This kind of transformation really does good to the developments of Russia in the long run, for it enables the policymakers focus on the urgent and needed development targets by amassing the limited resources.
