Based on the existing research about the old demand and elderly service, more scholars began to pay close attention to more elderly needs. But lack of based on the elderly needs to decide the service, after the empirical analysis to decide who provided the service and how to provide it. With the understand the needs of old person and the supply situation, combined with theoretical and empirical analysis, from concepts and specific implementation level to analysis the provider, service, expense, and layout to discuss the development of elderly service.The paper uses four research methods:induction, questionnaire, theory associated practice and the combined empirical and standard method, which renders the research standardized and rigorous. The paper puts forward that the main elderly service provider should be converted from government to the diversified service provider. The scope of service should be developed from being uniform and limited to diversified, categorized and stratified pyramid style. Service expense should be converted from paid service to mix development of free service, low cost service and paid service. Service distribution should be converted from being consuming ability oriented to population density oriented and elderly requirement oriented.In the respect of detail implementation, government's obligation is to be detailed in terms of policy making and the government is responsible of both correct positioning and supporting, stimulus and supervising. In the respect of mechanism, government should establish market adjustment, financial budget, staff education. In the respect of implementation, government should work hard both on solidifying existing project and developed and improving level. In the respect of development, the action of providing elderly service should be observed and assessed on the coexistence of broad market and challenging vision of development.
