Since our electoral system in 1971, each deputy from urban area or rural area represented totally different numbers of people, the amend of The Electoral Law in China on this ratio arose popular discusses from all sections of society and the academic circle. The author started from the point of elitist governance, dissected on various appearances and institutions in our roads to democracy, discovered that whether in rural election or urban construction in civil society, whether in established cases or in theoretical innovation, the social elites definitely play a important role in those courses. Elites inside the system or elites outside the system, supervisory elites or non-supervisory elites, governmental elites, economical elites or cultural elites, rural elites or urban elites, sectoral conceptions of the elite appeared in the paper represented alternative messages, which also are inter-flexible. Through all kinds of elite co-operation, communication, and scheme playing in the cause of democracy, no matter on account of their own behalf, in view of democratic ideals, or based on their zeal in public welfare, they served commendably in our processus vers la democratic, consciously or unconsciously. By this means, they supplies a practical way for social elites to construct the Chinese Democracy by their own abilities and prior praxis.
