Research On The Participation Of The New Rural Elites’ From D District Of S City In Rural Community Governance

With the rapid development of economy and the continuous progress of science and technology,our country has moved towards the new journey of socialist modernization.Realizing the modernization of governance system and capacity is not only the task of the new era,but also the guarantee of the new journey.As an integral part of the rural governance system,the modernization level of rural community governance is related to the model and effectiveness of national governance modernization.Therefore,promoting the modernization of rural community governance is an important part of building socialist modernization country in an all-round way.The 20 th National Congress of the Communist Party of China in 2022 pointed out that "to promote rural revitalization in an all-round way,we must steadily promote the revitalization of rural industries,talents,culture,ecology and organization." Among them,as the "new force" of rural community governance,talent is one of the important starting points of rural community governance innovation under the background of rural revitalization.In recent years,the new rural elites,as the elite role conferred by the new era,has played many functions such as democratic governance,policy advocacy,order reengineering and democratic supervision in rural community governance innovation.The new rural elites’ participation in the governance of rural communities is an important exploration for national and local governments to improve the efficiency of governance.Under the guidance of good governance theory,elite theory and participatory governance theory,this paper combs the core concepts of the new rural elites and rural community governance.From the four aspects of participation willingness,participation field,participation system and motivation of participation,we define and analyze the elements of the new rural elites’ participation in the governance of rural communities.Combining the present situation of rural community governance in Area D,City S in the new rural elites’ participation,This paper summarizes its achievements in four fields: economic development,habitat environment,Hebei civilization and self-government vitality,This paper also summarizes and analyzes the problems of weak active will,lack of practice field,blurred functional boundary and lack of self-power in Area D,City S.The main causes of the above problems are cultural aphasia,weak position base,lack of institutional norms and single incentives.Through the analysis of the above problems and reasons,the following four countermeasures are put forward for the participation of the new rural elites in the governance of rural community in Area D,City S: One is to improve the cultural environment in which the new rural elites participates in governance,The second is to consolidate the base of the new rural elites’ position to participate in governance,Third,to improve the system norms of the new rural elites’ participation in governance,Fourth,optimize the guarantee incentive for the new rural elites to participate in governance,Thus,the new rural elites participates in the governance of rural communities in Area D,City S,to promote the development of grassroots governance system and the modernization of governance capacity.
