There is a importance significance for protecting and developing the traditional culture of minority nations. But it has been Destroyed by the modern science and technology and the rapid development of market economy. Contrasting each protected mode all over the world, I think only the protection of intellectual property rights can do something better for the traditional culture of minority nations. But there is a serious problem for intellectual property rights protected mode is that which is the subject of the right? This paper clarified what is traditional culture of minority nations at first, and described how urgent that missing the subject of the right. Then I analysis each selection mode for subject and putted forward my point of view:the subject of the right is minority nations. Then I suggested that we should to build a special foundation to representative the minority nations for executing there power. By this proposal, I draw up a constitution for LaHu nations Traditional Culture Foundation.
