China is a typical big agricultural country with 70% of its citizens living in the rural area, mostly under the administration of township. Township is an important link between cities and the countryside, and as the lowest level in the administrative system, the township governments have the closed contact with the rural area and the farmers. Township governments in China shoulder most of the public and social administrative work and play an important role in the rural economic development, such as improving the work and living environment, enhancing the function of township government, promoting the development of economy and providing a stable and harmonious environment to farmers. The construction of a service-oriented township government has become an inexorable trend. Research on the construction of service-oriented township government is still comparatively weak, because most of the research done on service-oriented government concentrated on the higher-level government, township level governments were neglected. In order to enrich theories on service-oriented government construction and provide some experience to this development, Puji Town in Zhangqiu City were used as an case study here in this article.A service-oriented township government is one such organizational system that enjoys the administrative power of township government as stimulated by law and utilizes the inner requirement of a service-oriented government as standard, by improving the economy of the township and village level to ensure a steady increase of the local revenue, so as to provide a satisfactory service to the ever-growing demand of public products and services of its people. A service-oriented township government has functions such as system arrangement and public decision making, providing public goods and services, protecting public and natural resources, improving social equality. Aside from this, a service-oriented government should also be one that is open, cost-efficient, limited liability& unlimited accountability and highly responsive. Using PJ town as a case study, the disparity between the statues quo in PJ and the inner requirement of service-oriented government was analyzed:the inability to satisfy the demand for pubic good, the inability to solve the paradox between development and stability, the inability to protect public resources. The constraints in this process were then summarized:lack of service consciousness, problems with the governmental finical system as well as influences from internal and external environment. To tackle the constraints above, this article points out a feasible path:raise awareness of service consciousness, strengthen systems, enhance administrative functions, at the same time, a sound administrative environment and public finance support are also necessary in this process.Construction of service-oriented government is no easy achievement to accomplish. Even under the-ever-increasing pressure from the administrative environment, township governments never give up their exploration of the development of service-oriented government, more attention were needed from the higher-level governments as well as scholars regarding the demands of public services at the grass root level. Only in this way, can the township governments constructions be more feasible and practical, farmers enjoy better public services, disparity between urban and rural area be reduced, a harmonious socialism society will be accelerated.
