With the development of IT, especially the rapid growth in the field of 3G networking technology since the 21st century, the application of information technology has brought profound effects on every single aspect of people's lives. E-government has become the focus of governments at all levels. The IT application in government affairs is the key factor in the construction of national information system. Along with new chances and challenges, our construction of e-government has made great progress on a large scale. More than 85.6% of governments at all levels have their own portals and more than 93% ministries have department websites. But we have to admit that we still have much space for improvement when compared to foreign e-government which is more developed.The reasons for this fact can be mainly interpreted as follows:1. The utilization of the technology resource is rather low. Much of our attention has been paid on the construction of the system and little on the application.2. Although computers and emails greatly improved the office efficiency, we have to face the fact that specialists have to be fixed or arranged for a long period of time before computers in order to do their work, which leads to the limitation of office area.3. Generally, the information on the government websites can be rather plain, repetitive, unpractical, low-valued, poor-quality and even can not be updated in time.4. The imbalance in regional development results in more complex difficulties during the process of e-government construction in some less-developed areas than in other regions. Thanks to the development in 3G networking area, movable terminations like mobiles have entered the e-government system which enabled the law enforcement officers to carry the terminations with them so they can leave their fixed working places and work on the spot instead. The movable e-government system improves the administrative efficiency to a great extent. It reduces the administration cost and relieved the workload of civil servants. Through cooperation with mobile operators and software developers, E-government has been able to collaborate with several systems and mobile communication network to cut off the repeated unnecessary links. And in this way, the improvement of efficiency is a natural result.Then how can we change an ordinary e-government system to a practical movable 3G e-government system? By using the example of how China Mobile transforms the movable 3G e-government system in Zhangdian District, Zibo City and Six Sigma process management theory in common manufacturers, this article makes a clear illustration of the transformation process: first, be aware of the real need of the movable e-government system and the shortcomings of the current system. Then, set up the Six Sigma process organization to analyze the relevant process, to make sure of the transforming plan and procedures, to measure the key factors in the process (e.g. circulation time of the official documents) and to compare the differences before and after the transformation. Finally, estimate if it is a successful transformation. If it is, consider how to maintain the system; if not, figure out what are to be improved.The Six Sigma management theory can provide directive principles and standard framework for the transforming process of the e-government. The transformation can be under macro disciplines, but there lacks practical guidelines in every single step of the process. In some other cases, moreover, the transformation can be performed under the instruction of the superiors, and they do not have any strict criteria to measure, which destroys the enthusiasm of departments in the process. But with proper reference to the Six Sigma management theory, people have a clearer and better understanding of the progress and completion level of the transformation. Based on the previous illustration, it can be seen that the combination of e-government transformation and the Six Sigma management theory is indispensable and practical..
