GPR (Government Process Reengineering ) will enhance executive efficiency, improve public satisfaction and realize sustainable development of the government. However, low rate of successful GPR is an indisputable fact. So how to enhance the rate of successful GPR and further help government departments adapt to both dynamic external and internal environment has become a research hotspot.Based on facts and data, Six Sigma is customer-centered, in pursuit of perfection, using a scientific way to detect problems, analyze reasons and take controls in time, to keep enterprises in best state in processing. To apply Six Sigma to GPR is a valuable addition to the theory and practice of GPR, which enables a transformation of GPR "from art to science", enhances the efficiency of GPR, and helps government departments do a better job in process reengineering.In this paper, based on the specific example of Industrial & Commercial Administration Department in Chengdu City, the author uses the scientific concept of development and the Spirit of 17th CPC as the guide, combined the research methods of normative analysis, empirical analysis, qualitative analysis and quantitative analysis, making a in-depth systematic research on the administrative permission for industry and commerce in Chengdu Municipal Government, and putting forward some creative thinking, suggestions and views.Summarizing the implementation of GPR, the first part of this paper proposes a model, analyzing characteristics of government departments under this model. Then the author introduces the organizational structure in Six Sigma's implementation, the implementation model and the implementation toolbox, and then discusses the value and characteristics of Six Sigma.In the second part, the feasibility of combining GPR and Six Sigma is analyzed; the author points out that applying Six Sigma to GPR is entirely feasible and necessary.In the third part, the approach of GPR based on Six Sigma is put forward, as well as the corresponding framework for the implementation, during which four stages are described in detail and two key factors of organizational structure and training are discussed.Finally, a case study of Industrial & Commercial Administration Department in City A is made, in which study on the process is made from the selection of process reengineering, analysis on the current process, process reengineering, to new process. On the whole, the author proves that Six Sigma is feasible in guiding GPR and of great significance in practice.
