Research On Government Process Reengineering Based On The Theory Of Six Sigma

With the development of time, the function of public management of government in various fields like national production and social life diversifies from day to day, yet problems like the over-staffed institutions, the rigidity of organizations, the complexity of government processes and the unresponsiveness of government are obstacles of social and economic development, thereby a profound reform is in bad need to meet the requirement.The proposition of new public management theories and the theory of"Reinventing Government"in 1980s cast doubt on the operation mode of traditional bureaucratic government, and in the meantime, shed new light on breaking the long-existing rigid administrative modes and therefore present a totally new perspective for government reform. Based on the theory of Business Process Reengineering, Government Process Reengineering becomes an important creation in government administration. Government Process Reengineering is making use of various information media to create a new government process with the characteristics of being"public-oriented","one-stop"and seamless, abandoning the former function-oriented process design and breaking the limitation of distribution of functions and levels between departments, so as to raise the government efficiency to meet the requirement from the public. At present, Government Process Reengineering has already become the effective way for government advance in efficiency and competitiveness. However, the modes of Government Process Reengineering are different form one another, thus the following problems: choosing more suitable methods, advance in quality and judgment of whether the advanced theories in business administration can be applied in Government Process Reengineering, are to be tested and probed into.With the prosperity of government administration theories, the reform in theories of business administration is also under way. Six Sigma, after many years'practice and probe, is a typical way of quality management raised by Motorola in 1980s, which has gradually become the method used in improving business process to satisfy the customers. Close focus on requirements from customers, emphasis on process management initiatively without the limitation of bounds are the main characteristics of Six Sigma, which is coincidentally correspondent with the chief idea of Government Process Reengineering. Therefore how to apply Six Sigma in Government Process Reengineering becomes the focus of discussion of this paper. This paper, originated in research on theories, discusses the practical use of Six Sigma in Government Process Reengineering. Based on the analysis of Government Process Reengineering research home and abroad, this paper argues the theoretical origin of Government Process Reengineering from the perspective of new public management theories, the basic connotation of Six Sigma and the feasibility of the combination of Six Sigma and Government Process Reengineering. Finally, on the basis of analyzing the optimization of performance examination, the author puts forward his idea of the optimization of emphasizing process management and process examination, with the example of Process Reengineering of petition work system in Xuhui District.
