The Study On The Policy Of Ecological Civilization Construction In Western Taiwan Straits Economic Zone

Ecological civilization is a new form of civilization which is based on the reality plight brought by more and more intense conflict between human and nature since the industrialization. This civilization is also based on the reflection of agricultural civilization,industrial civilization. It is a new concept of the survival and development;It is an inevitable development in human history; at the same time, it is the conscious selection of human. Its basic characteristic is harmony between man and nature. The development of our country in the process of modernization did not move away from the traditional western model and led to the highlight of environmental problems. At present, China's environmental pollution,ecological damage,energy consumption are extremely serious, the relationship between man and nature is very tense. Therefore, how to achieve harmony between man and nature is a problem urgently needing to consider and resolve. However, traditional development, which is based on the cost of ecological damage, will make us more and more faraway from the path of modernization, let alone keeping up with the pace of development of human civilization. Therefore, in order to open a completely new development way beyond the traditional way to achieve the harmony of man and nature, we must strengthen the construction of ecological civilization. It is against this background,General Secretary Hu Jintao Put forward to build a well-off society in an all一round way to achieve the goal of the new requirements at the 17th national congress of the communist Party of China which include building ecological civilization.The research on ecological civilization must have academic perspective, academic originality, academic awareness of issues and academic reality. The current study on ecological civilization must be built on the basis of national conditions of China. It should establish the theoretical system of ecological civilization with Chinese characteristics comprehensively, systematically and scientifically under the guidance of scientific outlook on development, under the banner of harmonious world, and under the construction of a harmonious society and a well-off society, to make it enjoy popular support, to put it into action, and ultimately to realize the comprehensive and free development of humanity.Purpose of this paper is: taking China's historical process of western Taiwan straits economic zone construction as a starting point, it tries to clarify the meaning of ecological civilization, explicates the significance of ecological civilization construction, fully recognizes the achievements and the main problems of ecological civilization construction in western Taiwan straits economic zone and profoundly analyzes the main reasons. Then, on the basis of the above analyses, the paper will propose countermeasures on ecological civilization construction in western Taiwan straits economic zone.This thesis title is The Study on the Policy of Ecological Civilization Construction in Western Taiwan Straits Economic Zone,and according to the need of writing,the main body of this paper is divided into three parts:The first part mainly describes how to play the leading role of the government on ecological civilization construction. Firstly,it Analyzed the need for government to play a leading role on ecological civilization construction. Secondly,it introduced the ecological civilization construction in Xiamen. Finally,it elaborated how to play a leading role on ecological civilization construction in Western Taiwan Straits Economic Zone.The second part mainly explains how to strengthen public participation in ecological civilization construction. This part is based on Xiamen PX protest,a typical case of public participation in ecological civilization construction. Through revealing the meaning of public participation and its theoretical basis, it analyzed the importance and status of public participation in the process of ecological civilization construction,and proposed a few countermeasures for strengthen public participation in ecological civilization construction.The third part mainly explains how to strengthen regional cooperation on ecological civilization construction. First of all, it analyzed the need for regional cooperation in ecological civilization construction. Then it introduced the regional cooperation on ecological civilization construction in western Taiwan straits economic zone, and analyzed the constraints. At last, on the basis of the above analyses, it proposed the countermeasures for regional cooperation in ecological civilization construction, and according to its regional location, proposed the recommendations to strengthen the regional cooperation between Fujian and Taiwan.
