As we know, a country's development is determined by its economic strength and technological capabilities. As the technology and network technology are increasing, people can master a variety of timely information because of the popularity of network, it's becoming the new type media through that people can know the world, country and affairs besides TV and newspaper. At this stage, as the people's material living standards was greatly improved, people began to focus on spiritual life, and gradually started to pay attention and participate in the affairs of the country, the traditional form of supervision cannot play a important role because of its weakness, cannot meet the demand for information yet. Therefore, the rapid development of the network, it is a new mode of supervision, it brings a new way of expression and transmission, network monitoring is more and more welcomed and loved by people, and its superiority was widely appreciated.Corruption in China is always one of the core issues to be solved, the government has already established a systematical monitoring mechanism of civil servants, but the situation is still grim. With the development of network technology, it has become a new anti-corruption way, also become an important driving force for the development of public management. In recent years, many major cases of corruption are disclosed on the Internet before being discovered and crack, network monitoring anti-corruption work in China play an important role, it allows ordinary people to enjoy the supervision rights, and motivates people's enthusiasm. At the same time, its influence also makes government pay more attention on it. However, the network monitoring use the network as a carrier, it has its own limitations which cannot be avoided, mainly due to the spontaneous formation of the network supervision, the supervisor may be lack of awareness, so that network monitoring maybe out of control. Another limitation is manifested in the anonymity of the network so users can speak freely on the Internet; the anonymity of the network can also lead to network monitoring anomie. The limitations of network supervision are also reflected in unfair administration of justice because of emotional network monitoring and lack of supervision and control may also endanger public safety. Therefore, it should make network monitoring more deepened through several aspects of the civil service just like the law, government, and the supervisors.Firstly, this article summarize the theory of public opinion, public opinion supervision and the civil service network monitoring, discusses the basically theory of the civil service network monitoring, such as journalism and communication theory and the theory of administrative supervision;then analyze and discuss the advantages that network supervision and civil servants compared to the traditional supervision methods;and then focus on description of the status of the civil service network monitoring and evaluates it, then discuss the difficult issues of civil servants network monitoring;finally, give the suggestions of it based on the theory.
