The Research Of The Construction Of The Party's Governance Ability Based On Practicing The Scientific Outlook On Development

To strengthen the construction of the Party's governance ability and practice the scientific outlook on development are two major issues our party is facing at present, at the same time, they are complements to each other and organic united. The scientific outlook on development must be established and put into effect in order to strengthen the construction of the Party's governance ability. This is the basic object for our party to keep her advancement and hold power as well as the inevitable requirement for a harmonious society. On the other hand, the practice of the scientific outlook on development is the connotation of times of the Party's governing capacity-building. Only understanding and implementing the concept of scientific development from the high level of strengthening the construction of the Party's governance ability can humanistic, fully harmonious and sustainable development be realized.The scientific outlook on development, as the guiding ideology that our Party has stuck over a long period of time, and as the basic principle must be adhered that resolves new contradictions and new problems in the course of development, brings up new and higher requirements about intensifying the construction of the Party's governance ability. At present, the Party's level of leadership and government roughly adapt to the historic mission that our Party have shouldered. But their ability such as reining in socialist market economy, developing democracy, constructing advanced culture, innovating social administration, and insisting on warding off the corrosive influence are still not in accordance with the objective requirement of practicing the scientific outlook on development. The reasons of these problems are very complex, and analyzing this from the perspective of government party themselves, it's because that some party members and cadres are confused about service awareness, take no count of study subjectively, and are restricted by traditional ruling system and weaknesses in mechanism of restraint and oversight objectively.
