Research On The Path Of Improving The Governance Ability Of Rural Grassroots Party Organizations Based On QCA

Rural grass-roots Party organizations are the spokesman of the Party in the countryside and the backbone of rural governance.With the development of China’s economy,facing the widening differences between urban and rural areas,the increasing demands of farmers,and the more complex rural social governance environment,the rural grassroots party organizations,as the fighting fortress of the Party in the countryside,need to complete the improvement of their governance ability,so as to undertake the historical heavy task of comprehensively promoting rural revitalization.In order to discuss the specific path to improve the governance ability of rural grass-roots Party organizations,based on the meta-governance theory and the current situation of rural governance in China,this paper sorted out the factors that influence the governance ability of rural grass-roots Party organizations,and then constructed an analysis framework.With the use of fuzzy set qualitative comparative analysis(fs QCA),a configuration analysis was conducted on 52 rural governance cases in N county,Henan Province.Six high-level configuration paths and four non-high-level configuration paths are obtained.Through further comparative analysis,the main results are as follows:(1)The governance ability of rural grassroots party organizations is affected by the synergistic effect of six factors: resource endowment,superior government support,party organization construction,other governance subjects,organizational guidance and governance model creation.(2)Through the comparative analysis of high-level paths,three grou GS of paths to improve the governance ability of rural grassroots Party organizations are obtained:endogenous dynamic path,coordinated innovative path and external dependent path.At the same time,this study carried out a typical case analysis of the three grou GS of high-level paths.Finally,according to the above conclusions,this study puts forward four countermeasures and suggestions: select the branch "leading goose" to consolidate the governing foundation,broaden the channels for other village organizations to participate in rural governance,clarify the power and responsibility relationship among governance subjects,and focus on improving the innovation ability of rural grassroots Party organizations.
