E-Government Development in Yunnan Province has something in common with other e-government development in China, because of regional, economic and other characteristics, so it has its own characteristics. Local e-government as a system, its evolution should also follow the evolution of systems science, but the law would be worth to review and summarize from the accumulated experience and lessons learned which based on domestic and international e-government construction in other cities.This paper is going to research the development of e-government from the system theory, information theory, dissipative structure theory and chaos theory. In the theory of dissipative structures, the total entropy change of the system is always included internal entropy and external entropy which product the flow of negative entropy, namely:dS=diS+deS. We can use this theory to analyze the development of e-government organizational structure, internal factors such as human resources, so we can know how these factors influence on the development of e-government. In information theory, we can use the introduction of information measurement and the information sources to study the theories in the development of e-government information resources and other external factors. In systems theory, we can use the principles of system theory to analyze the external environment and the relevance of e-government development, integration, and dynamic. In terms of chaos theory to illustrate the other factors can not determine the impact of e-government development, in order to determine e-government system is a chaotic system. Finally, on the basis of the previous analysis of e-government to describe the dynamic system characteristics and the development of e-government evolution pattern analysis, and ultimately we can use this model to study the model of Yunnan Province, so at last we can optimize the e-government development model in Yunnan Province.
