In the past few years,Emerging information technologies are speeding up the transformation and upgrading of the information society.Major breakthroughs and in-depth development have been made in the innovative applications of big data,cloud computing and Io T.At the same time,interdisciplinary integration in the field of information technology keeps increasing.IT application shows the new characteristics of ubiquity and mobility.As a result of the applications of technical tools such as big data,artificial intelligence,semantic network,realistic network and WEB3.0,government informatization has to be faced with a new network environment featuring mobility,socialization,virtualization and personalization,thereby putting forward higher requirements for scientific government informatization.Against such a background,government informatization and public services have entered a new stage of intelligent development.To adapt to the new developments,the public government services will show smart features including user-centered design,general services,ubiquitous services and seamless services,thereby realizing the patterns for construction and development of smart government featuring user innovation,popular innovation,open innovation and collaborative innovation.Intelligence is an inevitable outcome of IT progress as well as the integration,spiral evolution and further development of government IT application innovation.The research contents of this paper include the following four aspects:1.The study of key factors that influence smart-government information ecology development.According to the review of smart government development around the world in recent years,this article discusses the important impact that information ecology bring in the smart government development.Furthermore,Based on the literature review of Smart-Government and information ecology theory,this paper proposed the development mechanism model of smart-government.And 305 data samples are gathered from government information managers.Based on the Structural Equation Modeling(SEM)technology,the proposed hypothesis model is validated and verified.The research result shows that the information ecology is positively related with smart government development.Moreover,the platform construction,service ability and influence of smart government are also positively related with smart government development.2.The research on synergetic evolution relationship between smart government and information ecological.Smart government application effect is the embodiment of the key elements of the level of construction and development,this chapter is based on the provincial panel data,using panel VAR model and Stata data analysis technology of sample analysis to validate the estimation,on the network infrastructure ready degree,information technology supporting ability,information application ability,environmental sustainable development and government intelligence application effect between the panel Granger causality test.The results show that the level of development of ecological information on application effect of wisdom government plays an important effect;smart government application effect of information ecology,development level of long-term role in promoting the upgrade to pass the test,but in the short term role is relatively weak.3.The study of information ecosystem synergetic evolution dynamic mechanism of smart government.Using system dynamics method,constructs the system dynamics model of the smart government information ecology development,establish the system of causality diagram and the system flow chart,to carry on the simulation analysis to the relationship between the smart government ecological information of each subject.From the simulation results,the fitting degree of contrast,the average relative error is smaller that the results of the simulation model,applied to the research on the government information ecological research.4.The research on smart government information ecosystem evaluation based on dpsir model.The evaluation of smart government information ecology is a dynamic and systemic problem.In order to clarify the smart government information ecology system development process,the influence mechanism between the factors and interactions,this paper analysis the driving force,pressure,state,influence and response factors by using the DPSIR model.Furthermore,this research using Analytic hierarchy process(AHP)method to determine the weight of each index,and form the smart of e-government information ecological development level evaluation model.And then,by acquisiting the data of provincial panel data,calculating the evaluation results,to verify the applicability of the model.The evaluation results show that the overall realization of smart government information ecosystem in China has steadily increased year by year,and the changes of the indicators show out a certain trend and regularity.
