| Due to the influence of the new international and domestic environment management, "Service-oriented government "is appeared in the whole of China at the beginning of the 21st century, at the same time, it is also explored by chinese scholars in how to build a service-oriented government. With the development of socialist political civilization, constructing the service-oriented government has become not only the important measure of the all levels' government but also the important target selection of the Chinese's administrative Reform. Furthermore, extensive citizen participation is the essential requirement which to accelerate the development of service-oriented government, especially after the "people-oriented" had been proposed, researching the citizen participation problem of building service-oriented government has the objective necessity and importance of the era of significance from both the innovation of the concept and practice.In the process of building and practicing the concept of the service-oriented government in our country, researching the concept need to be focused on government's own reform, innovation of government institutions, adjusting the functions, personnel reform and so on. However, the issue of citizen participation still has many imperfections. This article will describe issues of government and citizen participation at first, then analyze these problems according to the current system of public participation in government, the channels of public participation, the ability of public participation. According the problems which have existed, the article will propose solutions and better methods to solve them.The paper is divided into three parts without the introduction:The first part, it expounds the definitions of the service-oriented government and citizen participation, unscramble the relations between service-oriented government and citizen participation. Through describing the core theory of service-oriented government and citizen's relationship, it confirms that citizen participation has the positive significance for the Service-oriented government.The second part, it takes advantage of analyzing the Citizen Participation in process of constructing service-oriented government, and points out the problems. Making some questions from these issues:the affection of "government based" for the Citizen Participation; service of our citizens in the sense of participation in the government building; make questions from the conflict of citizen' participation in the process, points out the influence and harm.The third part, it makes a series of solutions for the problems whose are pointed out from second part. At first, the article proposes that the government avoid being the traditional concept of "government based". After that, advocating government guide the citizen participation in the process. Finally, envisaging the way how to be the perfected channel for citizen participation and related wholesome system. |
