Research On Citizen Participation In Our Country’s Construction Process Of Service Government

Abstract:The development of economic globalization and international wave of reform promote all of the countries to transform government administrative mode actively. Governments around the world are all committed to shift the administrative mode from the traditional type of economic-controlled government to the type of public service-oriented government to adapt to the needs of the development of society. Service government is a new type of modern government which sees the citizens and society as the center and is based on the principle of service. Service government emphasizes the finiteness, accountability, transparency and efficiency. Under the comprehensive environmental impact at home and abroad, many local government departments in our country have carried on the positive exploration on the construction of service government, making a lot of achievements. Many scholars in our county have also carried on the thorough theory research of the service government. Citizen participation is of great significance to the construction of a service government. The effect of the citizen participation directly influences the steady development of service government.This paper focuses on the citizen participation in the construction of service government and discusses the relationship of the citizen participation and the construction of service government. This paper explores the significance of citizen participation on the construction of service government. This paper is divided into five parts. The first part is the introduction part, which mainly explore the research background and significance, the domestic and foreign relevant theory research, the main content and the research methods. The second part mainly introduces the relevant theory of service government and citizen participation, including the background, concept and characteristics of the service government and citizen participation and the concept, content and way of the citizen participation in the construction of service government. This part laid a theoretical foundation for the paper and elaborated the relationship of citizen participation and service government. The third part mainly elaborates the great significance of citizen participation on the construction of service government. The fourth part analyzes the status of citizen participation on the construction of service government, including the progress and problems. The fifth part put forward some ways in solving the problems in the process of citizen participation.
