Research On Citizen Participation In The Construction Process Of Service Government

As an important activity of sustaining the relationship between government and citizens, Citizen Participation is always the hot topic concerned by the academic circles, that's because it is related to the people's interests directly, and it influences the formulation and execution of government decisions, and it concerns the image of the government. Under the current time background of changing the functions of the government and constructing Service Government, the meaning and function of Citizen Participation are becoming more and more important. What is meant by"Citizen Participation"and"Service Government"? How does Citizen Participation affect the construction process of Service Government? What's the present situation of Citizen Participation in the construction process of Service Government? How should we resolve the issues? The thesis researches on this series of questions systematically and deeply in four parts.The first part is the introduction. It mainly discusses the purpose, significance and contents of the thesis, and it also introduces the relative theories at home and abroad briefly. By the research, we consider that"Citizen Participation"means individuals or public organizations, in order to obtain the maximum public value and to get a rational distribution of public resources, participate in the administration of social public affairs and all kinds of activities of government constructions by any legal ways, its characters are independent, open and legal."Service Government"is a completely new pattern, it puts the realization of public value on the first position of its executive work. By the efficient and convenient styles of administration, and the enthusiastic and positive attitude of service, the Service Government provides the high quality public productions and services to the citizens and the society."People oriented","Serving for people","Respecting the public opinion"are the essence of the Service Government. For our government which is in the key period of transition, Citizen Participation is not only the inevitable requirement of the successful construction of the Service Government, but also the important condition of the democratic governance and the steady development of the Service Government.The third part is the exposition of the present situation of Citizen Participation in the construction process of Service Government. After many years of practical exploration, the construction of Service Government has made significant progress in our country. For example, the ways of Citizen Participation are increasing day by day, the domains are broader than before, and people have more opportunities to participate in, etc. But at the same time, there are many problems exposed, such as the Citizen Participation is facing the obstruction of traditional political culture, the relevant mechanisms are imperfect, people's capacities of participation are insufficient, which restrict the development of Citizen Participation in our country seriously, and also hinder the construction process of Service Government.The fourth part is the countermeasures of promoting Citizen Participation in the construction process of Service Government. We consider that the development of Citizen Participation needs the joint efforts of all walks of life. Only when the government departments at different levels, all kinds of public organizations and all the individual citizens take part in the participation activities and undertake their respective responsibilities, can the various issues of Citizen Participation be resolved, the adverse situation can be twisted powerfully. Therefore, in order to resolve the issues above-mentioned, this thesis proposes corresponding countermeasures, such as creating a good social environment for citizen participation, establishing scientific and reasonable mechanisms, and cultivating people effective capacities of participation, to guarantee the citizen participation developing smoothly in the construction process of Service Government, and to make it progressing substantively.
