The"anti-crime campaign"in Chongqing has unveiled the current police corruption tip of the iceberg, and also attracted widespread attention in the public. As the police shoulder two heavy responsibilities of national criminal justice and administrative law enforcement, their corruption practices seriously undermined the confidence of the public in the police and the government, created inharmonious factors between the police and the people, intensified social contradictions, belittled the police conduct, went against the stable and sustainable development of the Communist Party and the State, and even weakened the foundation of the whole system of rule of law. Therefore, the problems of police corruption deserve deep concern. This thesis absorbs critically the domestic and foreign research findings on police corruption, analyzes the causes of police corruption, carries out a preliminary discussion on police corruption, and proposes local countermeasures for the prevention and control of police corruption.This thesis consists of the following four parts.Part I focuses on the theoretical analysis of police corruption. The thesis starts with the relation between police corruption and police misconduct and the relation between police corruption and police duty-related crimes, proposes the definition of the term of police corruption, and introduces the definition standard of"moral imputability". Considering the current problems of police corruption in China, the thesis also summarizes the three features of police corruption that police corruption is conducted in various means, under hidden forms and tends to be organized. It also classifies the types of police corruption by borrowing ideas from the foreign theoretical research findings on the acceptability of police corruption.Part II mainly discusses the current problems and causes of police corruption in China. With typical cases, the thesis briefly encapsulates the existing corruption phenomena and problems of the police at present in China, and on the basis of the corruption problems existing among the police, systematically analyzes the causes of police corruption, and presents five factors of external society, internal organization, individual police, police service objects, and other possible factors which may cause police corruption.Part III briefly reviews the measures taken by foreign police to control police corruption, compares and contrasts with the practices in China, and then summarizes the advantages and disadvantages of the countermeasures for police corruption in China. The study of comparison and contrast enables us to be aware of the problems confronting us more clearly, and facilitates the proposing of local countermeasures for the prevention and control of police corruption.Part IV mainly proposes some locally practical countermeasures for the control of police corruption in accordance with the features of the current problems of police corruption in China, in light of the theory of crime prevention, and with reference to the successful experience at home and abroad. The thesis puts forward the countermeasures for the control of police corruption from the aspects of external society, internal organization, individual police, police service objects, and other possible aspects, aiming at the causes of police corruption.
