Study On The Influence Factors And The Corresponding Prevention And Control Countermeasures System For Environmental Mass Incidents

The frequent occurrence of environmental pollution accidents increases the mass incidents.Environmental mass incidents have adverse effects on social stability and economic development.In this paper,34 typical environmental mass incidents are taken as the research object.Then studied the basic theory,extracted the influencing factors and established the database of environmental mass incidents.Expert score-PCAfrequency analysis compound method is used to screen out the key influencing factors,and DEMATAL/ISM integration method is used to analyze the hierarchical structure of the key influencing factors.The numerical simulation method is used to determine the influence of key factors on the safety index.Finally proposed the system of prevention and control strategy of environmental mass incidents.The specific research as the following aspects:(1)The environmental mass incidents related research progress at home and abroad were combed,summarized the causes,classifications and countermeasures of environmental mass incidents.Then defined the concept and clarify the characteristics of environmental mass incidents.Based on analysis of the social conflict theory,cooperative governance theory,public crisis management theory,this paper constructs the theoretical framework of environmental mass incidents.(2)Based on typical cases and literatures,this paper extracts 27 influencing factors such as government regulation,government response to the public demands from government,enterprise,public and media.Then constructs a database of influencing factors.The 15 key influencing factors were screened by means of experts scoring-PCA-frequency analysis method,including government regulation,government response to the public demands,channels of public participation in environmental decision-making,the government omission,government emergency response efficiency,timeliness of government information disclosure,the government crisis communication ability,early warning mechanism of environmental emergency management,enterprise emergency plan,enterprise monitoring and early warning ability,enterprise information communication ability,pollution degree,public awareness of environmental protection,public legal consciousness,public participation in environmental decision.Then analyzed the structural relations of key influencing factors.(3)Estimating the safety index of 34 cases by expert evaluation,and using the method of numerical simulation to determine the effect of key influencing factors on environmental mass incidents.(4)Constructs the environment mass incidents corresponding prevention and control countermeasures system.Proposes the strategy includes co-governance to reduce pollution,perfecting the response mechanism of government environmental mass incidents,perfecting the enterprise coping mechanism of environmental accidents,improve the awareness of public participation,improve the mechanism of expression,ensure the participation of environmental decision-making,and improve the evaluation mechanism of government achievements.
