Study On Graduate Village Officers' Fostering Mode On The Background Of New Village Construction

The graduate village officers'plan is an important strategy for new village construction. Encouraging graduates to be village officers in rural is an effective strategy to improve the talent lacking situation in rural, quicken talent flowing speed between rural and urban areas and solve the graduates'unemployment problem. This plan is a two-win strategy because it cushions talent lacking pressure in rural which guarding the new village construction and meanwhile it pioneers a new mode for talent fostering and annealing.The key point of new village construction is the talent. However, the market mechanism cannot meet rural areas'talent demand because of undeveloped economic and worse environment in rural. In this situation, the graduate village officers'plan's launching does bridge many talent to rural areas. However, many shortcomings exist in the fostering mode of the graduate village officers and those fasten on these aspects:training body, training object, training type and course arrangement for the graduate village officers. Those disadvantages lead to that some graduate village officers cannot be accustomed to rural environment; they are inability in helping the farmers to make money and they cannot indulge themselves into their regular work that they see the village officers'posts as their springboard for promotion. In essence, the current fostering mode of graduate village officers is not reasonable which has bad impact on improving the village officers' competency. In this situation, the fostering mode of graduate village officers must be reformed in order to construct the new village effectively.This essay is formed by four chapters. The first chapter is foreword. This part includes the background of choosing this topic, meaning of study on this topic, summarization on the past relative study, relative concepts, relative study methods, impossible innovation and disadvantages.In the second chapter, survey on the current fostering mode of graduate village officers is listed, assessment on current situation is given and analysis on that why disadvantages appear is presented basing on those above. In this part, the survey and assessment is basing on training body, training object and training style. Basing on the survey and assessment, cause analysis is given from the macroscopically perspective and this part supplies enough reasons for reform and which is the logic starting point.In the third chapter, the emphasis is reconstructing fostering mode of graduate village officers via optimizing the training body, training object and training content. At the very beginning of this part, the basic principle for reconstruction is given, and then the reconstruction is unwrapped by clearing and refining training body's responsibilities, reforming the courses for t he graduate village officers, improving graduate village officers'competency and innovating current training style. It aims to establish a more effective fostering mode for graduate village officers. At the end of this part, it outlines the new mode's skeleton frame and basic characteristics.In the forth chapter, the emphasis is what conditions is needed in order to make the new mode runs more effectively. This part will describe this question by two aspects: hardware conditions and software conditions. The former is the main restricting condition for new mode establishment and spreading and the later is the main condition for new mode to run effectively. Basing on that, this part puts forward that in order to make the new mode run effectively, assessment system and distributing system must be taken into consideration. Besides, that well dealing with the relationship between new mode and the path choice for Chinese urbanization is also an important point to be taken into consideration.
