Research On The Reform In Government Organization In SZ District

In the march 11 of 2008, China's government department reform of the "Giant Department" was officially launched, and rapidly implemented to the provincial, city and county government. Especially in the county government, some counties have made some innovation, but there are also many problems. In this context, this paper took the SZ district as the research object, deeply analyzed the problems and shortcomings in the reform of government department in the SZ district government, and put forward some countermeasures and suggestions.SZ district's government department reform has carried out strictly in accordance with the gists of the central and provincial, taking the conversion of the government functions as the core, and tried to straighten out the relationship of responsibilities, optimize the structure and improve the administrative efficiency. With its own characteristics, SZ district has introduced some creative measures in the sector consolidation and streamlining, and has laid a solid foundation for the next step of the government's work. However, after the in-depth analysis of the status of SZ district's government department reform, ther are some problems including that the innovation vigor is not enough, the organization simplification is not good, the function transformation is not unblocked, and the service level is not high, etc,. Meanwhile, there are some contradictions and conflicts in the relationships of the departments and staff. Of course, there are many reasons for this problem, such as the historical reasons, the system, the traditional cultur, the thinking and understanding, the momentum of reform, and so on.Combined with the experiences of the Giant Department Reform in some foreign countries and the actual situation of SZ district, in the future, SZ district would firstly solve some problems which brought by this reform, such as the business process reengineering, the organizational culture building, the ideological guidance promoting and the functions changing effectively, and some other ways. Meanwhile, SZ district would also pay close attention to the future long-term reform of government department, and must be based on reality, highlight some aspects, such as the market, streamlining, democratic, scientific, serious and creative. Only in this way, SZ district could achieve solid results in the future government department reform and promote the development of economic and social of the region better and faster.
