A Study On The Development Of Neo-Rural Social Security System In China

The social security system is established to secure the basic rights of life for its residence and society members, which is of great significance to promote the sound development of the economic society and to improve the people's living standard. With the rapid development of the economic society, the social security system has attracted the attention of all walks of society, resulting in the quick motivation of the social security system for the urban citizens. However, due to the historical and modern factors, the establishment and perfection of the rural social security system hasn't got the attention it deserves, so the rural citizens, which constitute the majority of the population, cannot enjoy the social security rights the should have. Even by now, the rural social security system can't meet the needs of the rural citizens, and it can't follow the pace of the national economic and social development, lagging behind the phase of rural economic and social development. To establish and improve the rural social security system is an important part of the entire strategy of new rural construction, and it also is the inevitable requirement to construct the harmonious society. At present, the economic society has undergone a long period of rapid development, and has made impressive achievement, laying solid material foundation for building new rural social security system. The imperfection of the rural social security system has drawn more and more attention, which provides ideological foundation for new rural social security system.In this paper, the author deeply explores the development course of the rural social security system, hoping to find the reasons for the rural social security system. The author tries to comb the relative thoughts and statements concerning the social security from Marxist Theory, Mao Zedong Thoughts, Theory on Building Socialism with Chinese Characteristics, borrow opinions from the rich foreign social security systems and the experience from the practice of establishing social security, and to lay the theoretical foundation for this research subject. Then, the author examines the historical background to establish and perfect new rural social security system in China, elaborates on the features of the era this system should embody, and analyzes the necessity and feasibility of building the new rural social security system. In the end, grounding on the overview on the practice of the socialistic cause with Chinese characteristics, the author proposes the principles that the establishment of the new rural social security system should follow, and discusses the possible ways to establish the new rural social security system with Chinese characteristics.
