Research On "increase Power Of The County"reform Of Hunan Province

In recent years,with the transition of economy system and transformation of society, the County Economy Development advanced rapidly,while the negative effects on the County Economy Development imposed by the original regime of city dominating county have been emerging increasingly,becoming the institutional factor confining the County Economy Development.Over the problem of how to make county economy develop healthily and rapidly,“Increase Power of the County”reform has become a topic concerned by theory circle and a trend of the era. In order to strenthen county economy and coordinate the development of both urban and rural areas,Hunan province stepped on a route of exploration.In the first part of the thesis, the necessity and possibility of“Increase Power of the County”is discussed: As the socialist market economic system continuously improved and developed,the inadaptability exposed by regime of city dominating county make““Increase Power of the County”become the intrinsic dynamic to breakthrouth the disadvantages of the regime of city dominating county;the reform also complies with demands of era of promoting the county’s economy, constructing a livelihood-service-oriented government,coordinatiing development of urban andrural areas,maintaining the grassroots political power and social stability;the gradual establishment of socialist market economic system,improvement of telecommunication and transportation,and increasing dilution of administrative relationships all provide necessary conditions.In the 2nd pard ,the current situation of reform experimental areas is analysed. Reform experimental areas has made some achievements.Meanwhile,many problems existed: lack of County Government matching Reform,implementation of a part of expansion policies violated relevant laws, the vague status of direct management departments in expansion policies,uncompleted implementation of expansion and devolution,increasing administrative costs and lack of matching funds of relevant counties.The article has found reasons for these problems.In the 3rd part,experience and revelation of reform of Zhejiang and Sichuan province are summarized: observing correctly the guidelines and final goal of reform; attaching importance to foundation of county economy development, promoting the development of distinctive economy; dealing with interrelations between expanding of central cities and development of county economy ; meanwhile,dealing with interrelations between extending and confining of power. At last,the author combining the experience and revelation of Zhejiang and Sichuan province,proposed advices on‘County Authority’reform of Hunan province: 1) adjust present administrative divisions to meet the demand of the reform from three aspects ranging from properly merging some counties,reducing the number of county-level districts to gradually repealing cities at prefecture level;,2) strenthen the expansion and devolution of relevant counties;3)strenthen the“service function”of county governments,establish public service governments;4)improve matching reform of administrative system and financial system;5)establish and improve the system of power of constraint and super vision;6)promote the reform steadily and step by step: long-term planning, overall arrangement; start in experimental areas firstly,and then extend; implement devolution by category;formulate procedures of devolution,making taking over smoothly.
