Cadres' Role And Its Conversion In The Process Of Village To Neighborhood

Along with our country the acceleration of urbanization, some villages which have no or little land, and village economic structure, the villager employment mode and life demand has reached or close to city level, or to adapt to the adjustment of the urban construction planning, are facing with "village to neighborhood" work. In the background of China's urban-rural dual structure, the working content and responsibilities of the village committee and neighborhood committee's work have some differences. The roots of difference lie in difference of village committee and neighborhood committee's economic, social and cultural environment. Therefore village to neighborhood is not a simple thing that just to change "brand", it needs to complete the transformation of the economy, society and cultural, and it is a transformation process of the rural community structural to the city social structure. Among all of transformations, the transformation of village cadres' role is one of the important contents in village to neighborhood, and it is directly affect the process of village to neighborhood.This article based on role theory, combined with field research interviews, to discuss the role of cadres that in the process of village to neighborhood and difficulties of role transition from the role of cadres'expectations understanding and practice aspects. The first chapter is reviewed the role of village cadres in different periods, puts forward a review that village cadres' role is multiple, but key of the role is different in different periods. Agricultural tax period, the main roles of village cadres are "the bridge between the party or the government and the masses " and "the vindicator of villagers interests". The second chapter analyzes roles of the neighborhood committee cadres are "the agent of government" and "the provider of public service ". In the process of village to neighborhood, the role of village cadres finally to achieve transform from "the vindicator of villagers interests" to "the provider of public service ".But people don't have a unity and clear understanding of cadres' role in the process of village to neighborhood; Village cadres have a One-sided understanding of the objective and significance of village to neighborhood, and think of their main task is still developing the collective economy. The third chapter through the analysis the main work and the role of the cadres in the community economic, political and cultural of the village to neighborhood community, concluded that the cadre of village to neighborhood community will still pay their main energy to developing the collective economy, improve the life of the masses, playing the role of " the vindicator of villagers interests ".The fourth chapter analyzes difficulties which residence in the transition of village cadres'role, and puts forward some thoughts. The restructuring of collective assets is the most important issue of village to neighborhood and the transition of village cadres' role, but it is difficult to carry out. In addition to the service ability of the basic unit government is limited, the negative attitude of village (neighborhood) cadres to carry out the work of village to neighborhood, and the conservative nature of the village (neighborhood) and so on, they all restrict the process of village to neighborhood, and role transformation of cadres.So far, we don't have much mature experience on village to neighborhood, academic circle on problems of village to neighborhood is little, and perspective is single, few research on the role of cadres in the process of village to neighborhood. With the advance of urbanization, more and more villages will face in the village to neighborhood. Therefore, the study on village cadres in the process of village to neighborhood, and sum up experience and lessons have certain significance in promoting a better and faster development of China's urbanization process. Through investigation and research, this paper objectively and and truly reflect the realistic situation of cadres'role in the process of village to neighborhood, analyzes factors which influence the conversion of cadres' roles, then makes some thinking on the conversion of cadres'role, and puts forward some suggestions.
