This dissertation aims at the research on the role of Neighborhood Committees of Chinese cities' communities during the period of transformation. At present, the dual roles of the Neighborhood Committee, i.e. "half administration and half autonomous", has become the popular recognition that the domestic academia achieves. In other words, it plays a role both as an agent for government and as a spokesman for residents' rights and interests. While the present dissertation considers, by investigations and researches, that it is the ternary role that the Neighborhood Committee is playing, i.e. agent for higher authority of government, spokesman for rights of citizens and substitution for folk organization.In this dissertation two samples of communities are chose for investigating, which can generally reflect the present condition in most Chinese communities. One is a typical upscale commodity apartment community of Changqing Garden in Wuhan; the other is a typical open style community in the old city housing of Wuhan—Changdi community. By investigating and analyzing the detailed project and the source of the two communities' whole-year business, we can find the answers to the following questions: What is the Neighborhood Committee doing in the period of transformation?Which principal part the Neighborhood Committee is working for?Does the work belong to the duties of the Neighborhood Committee?What kind of organization on earth is the Neighborhood Committee at present?What role is the Neighborhood Committee playing?The author will figure out the above questions in the way of data statistics and the theoretical analysis.Through the analysis of all the business projects and their source in the Changqing Garden community and the Changdi community in 2003, the author discovered that the present Chinese communities have a large quantity of business which has a broad scope involving the social public management and the service aspects.
