The recruitment examination system originated in the Han dynasty in China, but the existing recruitment examination of the civil servant is borrowed from the United Kingdom in most of the country in the world, including China. The Chinese civil servant recruitment examination system has been nearly 20 years since it was fullly implemented in 1994. During this period, central and recruitment examination of civil servants work in constant explorate and practice.The test content, methods and patterns tends to be more scientific. At the same time the civil servant recruitment examination work has also gone from the initial start-up to now "the civil servant recruitment examination is hot", but after all it is still in the early stages of development, the problem can not be avoided. Since the system has not yet perfect,laws and regulations have also been lack of normative competencies, many existing and potential problems have to be be perfect by legislation.Recruitment examination-work entered into a new and higher stage of development, in which we will continue to innovate and improve the system.In order to select suitable personnel in leadership positions, leadership positions in the recruitment examination is more stringent, more flexible and open, if it is limited into a certain form, this may affect the selection and reserves of personnel. Therefore, the leadership positions in the examination of civil servants commonly use methods of public choice, which will not be discussed in this article, that is to say, this article will define the civil servants as non-leadership civil servants.This article is divided into five parts.Part one, clear the concept of civil servants and the civil servant recruitment examination system.Part two, analyze the practical significance of the institutionalization of civil servant recruitment examination system.Part three, clarify the process of the development of civil servant recruitment examination system in our country. Part four, on the basis of the previous article discussed, focuse on problems and shortcomings of the current system of civil servant recruitment examination and then prescribe the right medicine.Part five, on the basis of foreign experiences, propose methods to solve these problems and strategies, such as the establishment of an independent recruitment examination Organization, clear Eligibility conditions of civil servant recruitment examination.I hope that this artile will bring more thinking to departments, and then they will gradually perfect the civil servant recruitment examination system of non-leadership positions.
