It is a persistent goal for public administration to improve the government performance and there is no exception to our government domestically. In order for the evaluation cause of civil servants to be more objective and efficient, it is of realistic and theoretical necessity to conduct further research on the performance of evaluation system of civil servants in our country.With reference to some experience and approaches concerning civil servants performance evaluation, this paper targets for the performance evaluation system of civil servants of Shenzhen Nanshan District. Meanwhile, grounded on current situations in this aspect, a scientific performance of evaluation system is established here by virtue of Derfiel Expert Consultation, Analytic Hierarchy Process and Fuzzy Mathematics. The system first analyzes the main bodies of the performance of evaluation system of civil servants and then scientifically allots the weight of each assessing type. And it maintains the performance of evaluation should be extended to 4 ranks:Excellent, Good, Eligible and Incompetent. Still, based on the evaluation requirements from the newly-issued"Civil Servant Law of People's Republic of China",a relatively scientific and sound index system on performance of evaluation of Nanshan civil servants is constituted. Lastly, Overall Judgment of Fuzzy Mathematics is applied to assessing the performance of Nanshan civil servants on the whole.This paper brings forth new ideas to performance evaluation system by improving the traditional performance evaluation system based on"virtue, ability, hardworking, performance, and probity". What's more, it also establishes on the implementation of this performance evaluation and recruitment system.Finally, this paper establishes the recruitment model for Nanshan civil servants, and gives concrete examples.
