In recent years, many wield phenomenon in our country has been revealed in ourcountry civil servant recruitment examinations, such as refusing to employ candidates bysaying they are with Anemia,by letting them on the candidates list forever, and by failingtheir examination deliberately. All these phenomenon can be summarized with a particularlyjaw-dropping word “Tailor-made Recruitment”,which means that the recruitments are madelike a public oriented recruitment and seem to follow the prescribed order programs on theface of it, which reflects the openness, fairness, fair employment principles. But, in essence,some people take bribes and bend the law by taking the form of open recruitment.In fact,some fixed persons have already been chosen to hold the positions by some people inprivate, which the so-called “open recruitment” is for. All recruitment procedures and worksare just how to achieve it.“Tailor-made Recruitment” problem has affected the openness, fairness in civil servantrecruitment. Although, in recent years, some areas began to put forward some improvementmeasures to reduce the unfairness, but little effect have been gotten. According to thisphenomenon, this paper puts forward suggestions at the legal angel to avoid such problem,so as to promote the fairness in China’s civil servant law system and to improve the overallquality of China’s civil servants.This paper includes the following contents: the introduction of topics is about thebackground, significance and the methods of the research. The first part is the introspectionof the “Tailor-made Recruitment”, including the root and harm of the problem in the system.The second part includes four points talking about the legislation suggestions to solve theproblem of “Tailor Recruitment” including basic concepts that should be followed;prevention mechanism that should be built; regulations of the civil servant recruitmentconditions that should be improved.
