The Socialist Republic of Vietnam produces and administers a civil serviceexamination system to select new recruits into the Vietnamese cadres. The developmentand improvement of the theory and practice of administrative reform in Vietnam has hadgreat significance, especially since2008-after the "cadres of the Civil Service Law"came into effect.This paper will want to trace the contemporary Vietnamese examination systemfrom the imperial era election officials from Vietnam classical system, and with the civilservice examination questions and learn from developed countries, discusses thehistorical forms and external relations of the Vietnamese civil service examination.Maybe you mean this:“This paper will trace the development of the contemporaryVietnamese civil service examination system from the classical system of electingofficials during Vietnam’s imperial era, and discuss the historical reforms. It will alsoexamine the incorporation of examination questions learned from developed countriesinto the contemporary Vietnamese civil service examination, and examine externalrelations.”Meanwhile, the achievements and problems of the Vietnamese civil serviceexamination were analyzed. Among them, the Vietnamese civil service examinationappears to have several major problems as listed below:1-There is a lack of openness in the civil service recruitment announcement;2-The examinee’s level of education and learning professional requirements islimited;3-The organizational forms are not standardized exams, and there is no singlepaper-based interview;4-The test content test is not strong enough; it lacks relevance and effectiveness;5-Lack of civil servants recruitment avoidance principle, Lax oversight.To improve the Vietnamese cadres and the civil service system, the civil serviceexamination system in Vietnam should be improved. The main objectives to include arefair competition, equal participation, democracy and the legal system. Meanwhile, fromresearch and thinking, the following three aspects should be implemented: First, improvethe national civil service law and socialization; Second, gradually improve and unify thenational civil service examination methods and content; Third, improve the civil serviceoversight regulations. Other effective methods could include the addition of efficiency,high letters, science, practice, and innovation in order to achieve improvement in theVietnamese civil service examination system..
