Government's portal just like a bridge between government and public, which plays an important role in not only putting out news and information in time, but also in the on-line work. It is respected by all levels of government and organs. At the same time, government's portal is an important link of the E-Government development of China. It is contain a significant meaning to improve the efficiency of administration and protect public's rights.Though China has built every levels of Administration of Quality Supervision portal, and have plaited a big net of it. But the "ability of provide service directly" of Government' portal is very low, it means would lost lots of resources, and limit the effect and result of office work. What more, it will harm the enthusiasm of public participation. So it is very necessary to find the hinder of portal's development from the sight of public participation, and conclusion the solutions. In this thesis, the author contrast China's portal situation with the abroad's. find the differences and learn the successful experiences of other's. At the second part, analyze the practice of China's different provinces, conclusion the good sides and bad sides. Then choose the SiChuan province as a typical model and do a deep research, judge its practice, characteristic, problems in communicate with the public. And try to find the corresponding solution.At last, built a model which make the communication between government and public easy and effective. Improve the whole level of quality and technology supervisor department's portals.
