The web portals of municipal and local government play an important role in the service and propaganda in the local areas. The more things are cared about and considered in the public service of the web portals, the more satisfaction and support the governments will receive from the public. Therefore, the service for interaction between the public and government is the central point and focal point in the construction of government's website. The public participation is not only the major functional orientation in the establishment of government web portals of all levels, but also the major measure to ensure the citizen's rights of participation and supervision. Therefore, it is of great significance to establish a sound channel for public participation in government websites in the government portal website construction. But in the present time, there are many problems in the public participation module in the municipal and local government portal site such as lack of interaction and low quality in replies to public inquiries. To solve these problem, the author decides to introduce the conception of Web2.0 and some of its major applications, such as RSS, blog, Tag, Twitter, etc. to improve the construction of municipal government web portals and facilitate the harmony between the public and government.The dissertation is divided into seven chapters. The first chapter introduces the background, purpose and significance of this research. The second chapter introduces some relevant conceptions about government web portals and the current situations about its application at home and abroad. The third chapter describes the theoretical basis, participation and current application's situation of public participation in the government web portals at home and abroad. Chapter IV introduces the relevant conceptions of Web2.0 and discusses the necessity and feasibility of applying it in municipal and local government web portals. In chapters V and VI, which are the core and innovation of this article, the author elaborates in detail the public's participation model based on the Web2.0 in municipal and local government web portals. After it, some mature applications of the Web2.0 in optimizing the municipal and local government web portals will be elaborated. Beside this, the author also incorporates several major Web2.0 applications to optimize the platform for public participation and inquiries in municipal and local government portals. Finally, the author proposes some strategies for the public participation in the construction of municipal and local government web portals. This proposal provides a new perspective in the construction improvement and public participation of the municipal and local government web portals.
